Who is DAFF and why does biosecurity matter so much in Australia?

DAFF — the Department of Agriculture, Fisheries and Forestry — is responsible for protecting Australia's agricultural industries, environment and natural resources from pests, diseases and contaminants. What DAFF looks for

DAFF biosecurity inspectors are looking for contamination that could introduce pests or disease to Australia. For used machinery, the target contaminants are:

Soil and organic matter: Soil is the primary vector. It can carry plant diseases, weed seeds, nematodes and insect larvae. Inspectors look for it everywhere — and on used plant and agricultural machinery, it gets into places that aren't obvious. Track frames, wheel arches, belly plates, linkage pins, under mudguards, engine bays, in cab floor mats, in the teeth of buckets and blades.

Insects and larvae: Live insects in any life stage — including eggs and pupae — are a serious concern. Machines that have been stored outdoors, or have cab seals, engine bay gaps or hollow sections that insects can use as overwintering sites, present a higher risk.

Animal-derived material: Blood, manure and other animal residue. Relevant primarily for agricultural and livestock-handling equipment.

The brown marmorated stink bug problem

BMSB — brown marmorated stink bug (Halyomorpha halys) — deserves separate attention because it has become one of the biggest biosecurity headaches in Australian machinery imports from Europe.

The bug is native to Asia and has spread through parts of continental Europe over the past decade. It overwinters in sheltered spaces — including inside machinery, in cab seals, under panels and in hollow structural sections. A container of machinery from an affected European country, shipped during the risk period, can arrive with live bugs that a visual inspection alone won't catch.

BMSB seasonal measures: DAFF applies mandatory biosecurity measures for targeted machinery and goods from BMSB-risk countries during the risk season, which broadly covers the Northern Hemisphere winter months — roughly September through to April — when bugs are seeking overwintering sites. If your machine is sourced from continental Europe during this period, BMSB treatment (heat treatment or methyl bromide fumigation) must typically be completed before the machine is loaded for shipment. Your freight forwarder should confirm the current country and commodity list before booking.

Unlike some treatments that can be applied on arrival, BMSB treatment in Australia is generally required pre-departure for affected origins. Asbestos in older machinery — a risk many buyers miss

Australia has a strict and well-enforced ban on the importation of asbestos. For older machinery, asbestos risk should be assessed before shipment, with accredited sampling and testing where required and appropriate documentary assurance retained — cheap insurance against a very expensive problem at the Australian border.

The practical upshot: if you're buying machinery manufactured before approximately 1990, treat asbestos as a live question before the machine ships. This is not a compliance technicality — Australian border force enforcement is real and the consequences are serious.

Cleaning requirements — what "clean" actually means

DAFF requires used machinery to arrive visibly free of soil, plant material, insects and other organic contamination. The standard is applied to the whole machine: not just the obvious external surfaces, but every trap point where contamination can accumulate and hide from a quick visual check.

The areas that matter most:

Undercarriage and tracks: The primary contamination zone on any tracked machine. Soil packs into the track links, rollers, sprockets and idler wheels. Track frames carry contamination all the way around. This needs water at pressure and manual attention to the internals.

Wheel arches and mudguards: On wheeled machines and tractors, a thick build of soil behind the tyres and under mudguards is common and easy to miss if cleaning isn't thorough.

Engine bay and hydraulic lines: Dust and soil accumulates in engine bays over time. Lines, hoses and fittings pick up organic matter.

Cab interior: Floor mats, cab floor seals, air filter housings. Agricultural machines in particular can accumulate significant organic debris in the cab.

Buckets, blades and attachments: Any ground-engaging tool carries soil residue. These need to be cleaned to bare metal, not just wiped.

Hollow sections and cavities: Chassis rails, A-frames, lifting beams and any hollow structural member can harbour insects. On BMSB-sensitive machines, these sections need to be sealed or treated.

Port cleaning is expensive — both in the rates charged and the storage costs that accumulate while the machine is being dealt with. A machine that sits at a major Australian port for two weeks while DAFF processes a contamination issue will generate a port storage bill that dwarfs what a professional pre-export clean would have cost in the UK.

Customs, duty and GST

On the customs side, Australia's border agencies are the Australian Border Force for customs and DAFF for biosecurity.
